Haƙƙin Ayyana Makoma Da Ƙarfin Bindiga A Ƙarƙashin Dokokin Ƙasa Da Ƙasa

“ Kaicon wannan zamani da ake buƙatar sai an kawo hujjojin da za a kare haƙƙin yin gwgwarmaya ta makamai domin korar ‘yan mamaya.”

 A cikin ginin Majalisar Ɗinkin Duniya, kuma a gaban babban zaurenta da mamabobinta 193 suke zaune a kan kujerunsu, wakilin ƙasar Rasha, Vasily Nebenzy ya fadi cewa: “Magana ɗaya da ƙasashen yammacin Turai suka kware a kanta da kuma maimaitawa ita ce, Isra’ila tana da haƙƙin kare kanta, alhali kuwa a matsayinta na ‘yar mamaya ba ta da wannan haƙƙin.” 
 Nebenzy ya yi wannan managar ce kwana ɗaya bayan da Amurka da ƙasashen Turai masu haƙƙin hawa kujerar na ki -Faransa da Ingila, suka ki amincewa da daftarin kudurin tsagaita wutar yaƙin da Isra’ila ta shelanta a kan Gaza. 
Abin da zancen Nebenzy yake nufi a cikin sauki da gwari-gwari shi ne; Isra’ila ba ta da haƙƙin ta mayar da martani a kan Hamas, ko mutanen Gaza, saboda harin da dakarun rundunar “Kassam” suka kai mata a ranar 7/10/2023”.
Wannan fa ba magana ce ta siyasa ba, ko yaƙin cacar baki a tsakanin Rasha da Amurka da sauran ƙasashen Turai da suke yaƙi a can kasar Ukiraniya. Furucinsa yana da madogara ta doka, kuma dokar ma ta ƙasa da ƙasa. Wannan ne ya sa kwana ɗaya bayan wancan jawabin na Nebenzy, wato a ranar 2/11/2023, jaridar “Moscow Times” ta ɗauki bayani kamar haka:
“Hujjar da Nebenzy ya dogara da ita, ita ce ra’ayin da kotun duniya ta ‘International Court Of Justice’ ta bayyana a 2004 da ta ce: Bisa dogaro da wata aya daga cikin ayoyin dokokin Malajisar Ɗinkin Duniya, an haramta wa Isra’ila haƙƙin kare kanta daga wata barazana da ta fuskanta daga wuraren da ta mamaye.”
Asalin wannan dokar kuwa shi ne kuduri mai lamba 2625, wanda babban zauren Majalisar Ɗinkin Duniya ta amince da shi a ranar 24/10/1970. An yi kudurin ne a ƙarƙashin abin da aka kira da: “Haƙƙin Ayyana Makoma”. 
Shi kuwa “Haƙƙin Ayyakan Makoma” yana kasancewa ne a cikin yanayi na mulkin-mallaka, mamayar da wata ƙasa za ta yi wa wata, da kuma gwamnatocin cikin gida da suka hana wa “wani sashe” na mutane hakkokinsu na siyasa. Wannan yana nufin cewa duk wata al’umma wacce ta sami kanta a cikin ɗaya daga yanayi uku; mulkin-mallaka, mamaya da kuma gwamnatocin kama-karya, to tana da haƙƙin ayyana wa kanta makoma ta hanyoyin da suka dace. Idan hanyar ruwan sanyi ta ta’azzara, to a ɗauki makami a yi gwagwarmayar kubutar da kai da samawa kai ‘yanci.
Dukkanin rayayyun al’ummu da suka sami kansu a cikin ɗaya daga cikin yanayi uku da ambaton su ya gabata, sun yi gwawarmayar nema wa kawukansu ‘yanci, ta mabambantan hanyoyi, da ɗaukar makami yana daga cikin su.
Lokacin da Patrick Henry, jagoran neman ‘yancin Amurka daga mulkin-mallakar Birtaniya, ya tsaya a gaban majalisar dokoki a ranar 23/03/1775, ya yi jawabi kamar haka:
“Yan’uwanmu sun tafi filin daga saboda su yi yaƙi, saboda me muke zaman kashe wando a nan? Me wannan zaman namu a nan zai tsinana mana? Wace irin daraja da wane irin jin dadi za mu samu a rayuwarmu idan muka fifita zama a nan? Za mu zama bayi ne waɗanda za a daure a cikin sarka da sasari. Allah ya tsare mu da rayuwa irin wannan! Ban san wane irin zaman lafiya da sulhu sauran mutane suke son yi ba, amma ni ɗin nan da kuke gani, abin da nake cewa shi ne: Ko dai in sami ‘yancina, ko kuma a kashe ni!”
To, saboda me al’ummar Falasɗinu za ta zama ta daban? A tsawon shekaru 75 na shelanta kafuwar Isra’ila ba su taɓa miƙa kai ga zaluncin da ake yi musu ba. Sun bi ta ruwan sanyi, amma bai haifa musu da mai ido ba, don haka suka ɗauki makami domin ‘Ayyanawa Kansu Makoma”.
